What modification to standard project management methodology is necessary to support EBLIP by library practitioners while still ensuring successful project management?

Once this has been answered, with the launch of a draft version of PEBL, the project will evaluate its impact by asking:

Is a project planning tool enhanced by the EBLIP framework more effective in delivering successful library projects than traditional project planning tools, as measured by project outcomes achieved by library practitioners?
